The inquiry into the legal implications of the British ‘On the Runs’ scheme will publish its report on July 17, Northern Secretary Theresa Villiers has told MPs.

The Northern Ireland Secretary told MPs she will see the final report of the inquiry, led by Lady Justice Heather Hallett for the first time on July 16 before it is published on July 17. Prime Minister David Cameron commissioned the inquiry after the collapse of the case against John Downey in February.

Downey, a prominent Sinn Féin activist who lives in Creeslough, was arrested in May at Gatwick, and charged with murdering four soldiers in an IRA bomb attack near Hyde Park bomb in 1982.

The 62-year-old had received a letter of assurance in 2007 that he was not being sought by the authorities and a judge at the Old Bailey trial ruled that the prosecution represented an abuse of process.
